I second DJ's answer on this one. Spend the money for the defence loads as you wont likely need mass amounts stored anyway.
For practice I would suggest staying away from white box winchesters and umc rounds. They are very dirty and very inconsistant for me.
Try the Wincleans, they are a small amount more than the regular white box at about 12.00 a box, but they seem to give good shooting and are very clean.

I am going to answer this a different way.
when i practice i have 2 types, :
defensive practice and just plinking.
the defensive practice i use what i carry. Speer gold dot 147 grain. Hydrashoks are ok, but there just not reliable on the expansion and penetration, they have a tendency to not expand if shot through a target with denim, or a coat on, or if you shoot through a Sheetrock wall. I have done numerous tests on all sorts of ammo. and over all Gold dot comes out on top, thats why most Local and federal law enforcement carry Gold dot.
As far as plinking, i buy georgia arms reloads, 124 or 147 gr FMJ you can get it off of there website. you can also buy Speer gold dot reloads there for abotu 1/2 what you would spend normally.

For target practice I like Winchester white box, a 100 round pack is only like 15 bucks at wal-mart. For defense I prefer Remington golden saber +p hollow points which are about 20-25 bucks for a 25 round box. If u want cheaper hollows go with speer gold dot, you should be able to get a 50 round box for like 15 bucks or less.

For target practice ball ammo in .9mm will work well. Get the least expensive 'white box ammo' like from Winchester or the Remington 'yellow box ammo.'

there is no "best" with out high cost...I would recommend the hornady tap ammo which is really accurate and is the very best for deffence...but it is around 18 bucks for 25 rounds...but for cheap shooting you can get cci brass blazers for around $8 for 50 rounds...I say shoot the blazers for fun and then load the Hornady taps when you need that protection...they have no shelve life...so there is no need to shoot them just to shoot them.

You use different ammo for just shooting and self-defense.
Any 9mm FMJ ammo will work for practice.
Get yourself some Federal Hydra-Shok 147g to load for self-defense duty.
Do not buy Glaser safety slugs or frangible ammo.....

for target practice you want something with a roundball or what they call a wad cutter which is flat (usally cheap), for home defense you would want a remington golden saber (not cheap), the problem is depending on which 9mil. you have the, the caliber itself ranges in accuracy, so your round ball isnt going to group or shoot like the hollow-tip, sight it in with the hollow-tip (cause paper isnt going to hurt you) but dont expect them to shhot the same
