Has anyone else experienced this?

According to my i-Tunes account information I have 12 songs waiting to be downloaded, but I already own these songs. Has this ever happened to anyone else and is there an easy way to contact the i-Tunes customer service department? I tried to contact them using the instructions provided but to no avail.
