I know her name and the city and state she died in. I've tried all those genealogy sites and nothing came through. She passed away in nyc so what and where is the cheapest way of doing this aside from hiring a private investigator.

You don't need a private investigator. Here's the site that explains how to get death records from New York City.

You will need to know when and where your mother was born to get her birth record, unless the death record tells you that.

(And this comes from Ancestry.com, one of the best genealogy sites there is. Even if you don't find the person you're looking for, there is often a lot of information on those sites on how to look further .)

You'll need a copy of your own birth certificate as proof that you are her daughter. On your birth certificate will be her date of birth. That will be sufficient to get her birth certificate from whichever county in NYC she was born in...and then for her date of death your options are to hopefully find her in the Social Security Death Index and use that to get her death certificate...or you have to pay for the clerk to research the date of death and then get her death certificate. If you have both dates, it shouldn't cost you more than $35-45 for the records (together).

If you don't know the county of birth and death (and I'm not sure how many but Manhattan, Kings, Queens and Brooklyn are all separate counties with separate records) then you can request the records from the State. It costs a smidge more, but you'll get the right records and they'll come quickly. They usually turn around in less than a week.

If she is from NYC, you can call the vital statistics office in the city/town she lived in and they will ask you some personal questions and you can get a form and send proof of your relationship to them. After you complete the form, they will ask you her date of birth, date of date, her name, address and maybe the hospital or place of death sometimes they ask the cause of death and then they will want you to either fax them or mail them copies of the proof along with a money order because they do not accept checks for the fee to get the death certificate. You will have to give them your name and address and contact information for them to send it back to you.

You will also need her date of death and her date of birth, city and state.. If you don't have that its quite possible that you won't get the records

you need to contact the office of vital records in the city/county that she was born in as well as died in. first try googling the state's departmenet of vital records, then go from there once you find the website you need. they'll give you instructions and fees.
