That is a typical Mexican expression. No other country in the world uses words like 'órale', or 'pos'. Roughly translated it means something like:
OK, so tell him (... or her) thank you.
or
Well then, so thank him (... or her)
or
Fine, then say thanks.
There may be more similar variations of the above, but the message is the same.

Orale is a difficult word to translate, and it is used by Mexicans a lot.- It's an exclamation word.
It can be translated to wow, good.
It's usually used to confirm that you understood what was said to you, and finished with a short sentence (like in this case) to comment on the subject.
Pus - is slang for "Pues"
This whole phrase sounds "slangy" hahahahaha, but here is my attempt to translate:
wow, tell him/her that I say thank you
wow, tell him/her thanks
wow, then tell him/her thank you.

I do not feel this phrase is proper. It might be 'regla' because of this 'rule'. or 'regla de' = rule of .... Additional: That's French and it way 'adjustment' of the layout
