Yes. You drive around until you spot the car. You walk up to the driver and ask if he/she is the owner. If they say yes, you ask for his/her name. If they give it to you, great, if they don't, tough beans.
It is against privacy laws for anybody to look up and give you this information.

Depends on the state you are in. In some, that information is only available to law enforcement and DMV staff.

In others you can find out WHO.. but not get address or other information.

Call your local DMV for the definitive answer

Alternately, there are 'grey' markets where you may be able to purchase the information without regard to where they obtained it. This includes companies like Private Investigation firms and some search companies. 'May' is the operative word here as they will need to be confident that they are not working for a stalker.
