It needs to be as small as possible, as loud as possible and must have some sort of toggle so it can be switched on and off. If it can be thin, that would be a nice bonus. Oh and cheap too. Thanks for your help!

It is called a whistle; except it is requires human power, but other than that it fits all your requirements and it is very cheap.

Alternative is a small air horn used by sailors of small boats to warn others. (about $20)
