Another aircraft is used as the photo platform for those types of pictures. Typically they remove the doors, or install large windows for such pictures.
You are right, under normal circumstances, no airplane would be allowed by ATC to be that close to another. However, for photo shoots, they file a flight plan as a flight of 2 aircraft. They must inform ATC of their proximity, and both pilots must agree to flying formation. In the case of airliners you have seen, they are empty, because you cannot operate in formation flight under Part 121 (airline rules).

All good high altitude pictures are taken from another aircraft flying in formation or in the vicinity of the target aircraft. Sometimes it takes hours of pre-planning between the pilots and cameramen to get the correct angle,lighting, and background for that perfect shot. As a side note there are helicopters that can get that high.

They are taken from another plane using zoom lenses. Some planes have special "windows" to take pictures from so the photos are clear.

I can surely accept that you might 'believe' that actually happened. For instance, daddy might have swooped you from the floor from behind, leaving you with the 'feeling' (which is what you 'remember') of 'flying'...

there is a plane that has a special area that has cameras mounted to them and someone on the inside uses a control panel to see and shoot the pictures or film/ video

yes, from another plane. most are taken with the FAA approval, where they are flying closer than normal. The other option would be a telephoto lens.
