international lotto commission?

i got this letter from int. lotto commission, and it says i won $815,950.00 out of like $25,000,000. so i called the guy and he send me some fax..now he says if i wanna do check. i have to pay $980 and bank transfer is $3,000. now i really think this is a scam..
