The type license you're inquiring about is known as a "Conditional Drivers License."

The Conditional Drivers License is issued as the result of alcohol related offenses. Utah does not mention this program for any other revocation/suspension issues.

The states share what is referred to as "reciprocity" which means if you are suspended/revoked in one state, all other states will deny a new license until the problem from the suspending state is rectified.

As the other blogger stated...you need to clear up your problem in Virginia before being able to apply for a new license anywhere else.

Below is a weblink to the Utah Drivers License Information site.

Best wishes.

You have a world of problems. When you move to Utah, you won't be able to get your license. You have a cocaine charge against you. Your license in Virginia is suspended. You have a problem.

Until your hold is removed, no state will allow you to have a license. You will have to get things resolved in Virginia first.
