These people have perhaps not heard of Vedic Astrology.
Astrology is a logical para-science..and it has a scientific base.
Without any telescope etc our vedic rishes predicted the exact time of solar/lunar eclipse.. even today they do it.
When we take this birth, it is due a set of past life karmas..which we have to undergo in this birth.
The planetary position is nothing but an indication of nature, as to what our Karma were in last birth...planets as such dont do any thing. This is shorthand of mother nature and astrologer decipher it.
The major Bhagya is the resultant of our past life's karma for which this birth has taken place.
The major things like Job, marriage, children and death are fixed and NO God can change it.
Other smaller things can be changed with good karmas in this birth

astrology is THE PERFECT science,
the perfect to the perfection,
(sun will reise on the date march, 25, 2008, 2010, 2050, 2100,
and even after 1000 years and so on, is known today and it`s
calculated astrologicall, the position of stars on a particular date
of future are also know and definately through astrology only)

karma & bhagya...
what you have in your bhagya is undoubtly interconnected with
karma..
(one has say this ### in his bhagya then he should get it, it is not
like that, if one does, say this *** karma then and then only, he
will get ###, which is in his bhagya, and any other person will not
get ### even if he does that karma *** too, because it is not in
his bhagya.)
so the one who knows perfect astrology can narrate,
this is in your bhagya and if you do this karma then sure you
will get it and vise-e-versa,
but astrology is that much perfect that even if this is
not in your bhagya and still you wish to have it then
do this knid of karma and you can get it.
(in this regard karma is refered to a specialised act and not just work ...
mean not like i have worked very hard but i failed...)
karma means ..work..done for stars astrologically
sounds confusing and doubting, but
believe you me,
it works like that

Karma means action and all actions have consequences / results. However results are not just dependent upon actions they also depend upon conditions. So you can't change your past actions but you have control over your present actions (karma) which can effect the conditions. So karma is not 100% fatalistic. If it was 100% fatalistic there would be no escaping samsara. The third and fourth noble truths would be pointless and there would just be the first two noble truths. There is a saying “Bodhisattvas fear causes, sentient beings fear effects and results." Which means if you look after your present actions the consequences will eventually be good but if you focus on the results and not the actions one will continue to wander in samsara.

Astrology is probably the best-known of a group of pseudosciences that are old. I studied it at metaphysical Town hall largely to save Mom money when she wanted horroscopes done. I soon saw that she looked only at parts of her chart that were somewaht accurate and ignored many more that were totally wrong. All believers in astrology do that. Karma is also a pseudoscience. It says thing that happen are the results of previous lives. There are no previous lives, so there is no such influence on our present lives.

Astrology, is treated as a science in the Vedic tradition.
As to the second part of your question, you can get the central idea by reading Bhagawad Gida, Chapter 2, Sloka 2.43-2.47

Yes astrology is science. This birth is a result of the deeds, which left impression of previous births.
Bhagya of this birth is the fructification of karmas of previous births.
Present birth karma and fructification of karmas of previous births fight like bulls. Human body has the potential to nullify all previous karmas by karmas of the present birth.
Bhagya of Future life is dependent on the result of this bull fight and How good one fight it.
