Dark Leafy greens are your best bet because of the high nutrient content. (broccoli, spinach, romaine lettuce.) Next best is your bright reds such as tomatoes and red peppers. These are full of lycopene which have cancer prevention qualities. Worst: Those full of starch such as potatoes, corn, and peas. (Lots of sugar, fewer nutrients)

What JUO said is right, dark green leafy vegetables are especially good, and I know tomatoes are too. Eating them raw is also good because cooking destroys some vitamins. If you do cook them, don't cover them in water - put a little bit in the pot and put the lid on so that you're steaming them, not boiling. Leave the skin on - that's where most of the fibre is, and I'm not sure, vitamins too? It's heathy to eat a wide variety of fruit and veg. Dark green leafy and red veg may be the best, but you want to eat a bit of everything, to get all the different benefits.

All fresh & disease free vegetables are healthy. If you use most of them in raw or salad form, you will get more benefit. Cabbage and tomato can be said as best vegetables.

Since "healthy" means "in good health," any unharvested vegetable that is free from disease is healthy.
If you seek vegetables that will, when eaten, promote good health, ask about "healthful" vegetables.
Ther brightly-colored (such as carrots, squash, spinach ..) and strongly-flavored (such as turnips, cabbage, broccoli ...) vegetables are very healthful.
Onions and garlic are not vegetables, they are herbs, but they are highly healthful as well.
