Yes you do need a special program for this. (I don't know about MS-Office 2007, but other versions need it.)
The special program can be a paid one like Adobe Acrobat Professional, or can be a FREE one like CutePDF.

I recomend this free tool, which is damn small and the result is impressive. (but dont forget to download the Ghostscript Writer. It's necessary for CutePDF to Run.) Now you can "Print" the pdf from any application, not only word. Go to File->Print, and select the PDF printer driver... you will be asked for the location of the resulted PDF document.

Install Adobe Acrobat Professional, professional version will install a printer. Print the word document to the Adobe PDF printer, it will save it to you as a PDF file.

Something I got that works like a charm is PrimoPDF. http://www.primopdf.com/
Basically, it acts as a printer, and when you go to print with it, it opens a dialogue box asking you where you want to save your document as a PDF.
