If your talking about hot peppers then drinking liquid can make it worse. Your best bet is to eat something like bread, cracker or tortilla. If you insist on drinking something a fruit juice is best the natural acid in the juice will cut the oils left in you mouth from the pepper.

Yes. Milk is the best drink. You have to have fat to cut the heat. Yogurt, ice cream, or peanut butter are best. Water doesn't help because the capsaicin (what makes the peppers hot) is not soluble in water.
