Because it is a communal thing, the responsibility for cleaning it up and the guilt of having a dirty nasty fridge is equally distributed, therefore nobody feels guilty enough to clean it, and no one feels embarrassed about messing it up. It is not their personal property, so they are not responsible and they will not be laughed at.

Scary thought, but their home refrig probably looks just as bad. At the next potluck, think to yourself, do I really want to eat this food? It came out of a refrigerator, bet this person doesn't clean their refrig at home, either.
Really part of it is a status thing, people don't clean up after other people, or themselves in an office, they think that it is beneath them to do so.And truly, people do look down on them for doing so. Personally, if I saw someone cleaning up after themselves, or someone else, voluntarily, I'd give them a medal. or a raise..

Because no one cares to clean them since its not their own refrigerator.

Because most people feel that cleaning the fridge isn't in their job description, so no one takes the responsibility. Why do extra work for no extra pay, and for people who aren't going to appreciate it?

Because they don't have appropriate social manners. They were probably raised by refrigerators who were also socially inept.
