Just as there are laws on women loitering the streets with certain intents and also men loitering. Should we have a rule on teenagers and kids hanging around? Especially when in my experience their intent is to hurl abuse at any would be passer by? What are your thoughts?

Some cities do have laws on loitering and/ or curfews for minors. Businesses also can post no loitering signs and ask kids to leave if they are just "hanging around". So in a sense some of these laws already exist.

Should there be more? Well maybe but what would be best would be for the parents of these children to be responsible and actually care that their children are just out "hanging around" town up to no good. Not all kids that are hanging around socializing have bad intentions though so I would not go as far to make that generalization.

Well, maybe if more towns had decents places for teens to hang out they would not be loitering in the streets. Also, not all teens do this. I have only ran into this a handful of times. I work with a bunch of teens and they are all good kids. Some cities/towns do have curfews stating that under 18 cannot be out after about 10 pm on school nights, and midnight on weekends, unless they are working.

If juveniles are causing a problem call the police and they'll go out there and speak with them. It's called a juvenile complaint or a loitering complaint.

You should just kick their asses. they're just teenagers.
