If you have to stop and think about it his head will already be gone before you strike. This question should be posed to your teacher and practiced within your style of the martial arts.

In most fights there are a set of rules whether people realize it or not. For example most people do not bite at the first opportunity, but once you bite someone they are going to bite you back.

The same goes with the use of elbows, which have been banned in most martial arts contest around the world. If your start striking with elbows you better spend more time practicing how to defend against them. This is how a fight can escalate and in my opinion if you are a martial artist you should be able to neutralize the situation while causing as little damage as possible. Think about it, some people claim that they fight to the death in every conflict. If that were true they would either be dead or in prison, and I don't think they have Internet access in prison. Sound logical?

Some of these techniques being described are disabling. So, if people are out at bars picking fights and you drive an elbow into someones eye socket, you might blind the other person for life. You will pay the consequences for this both financially and maybe in a criminal court. Self-defense liability in most states is limited to you being in fear for your own life or that of someone in your household. In that case you will do whatever is needed to defend yourself and family out of instinct.

But, don't compromise your future house and career just to win a street fight. You might end up making payments to the guy for the next 20 years, effectively buying him a house over something that you won't even remember the cause of 20 years later.

You should be getting this information from a school or teacher and not from the Internet. Your teacher is going to tell you some of the same answers above, but he is also going to teach you how to use non-lethal force which is essential.

There is a time and place to strike to the throat or the temple, but it doesn't apply to every situation. I am not presenting an argument to anyone else's answer. I am just adding some caution because I don't want you or anyone else to get seriously injured unnecessarily. If you want to kill people, join the military.

It depends on the situation and your intent.
The elbow is a very versatile weapon.
If you wish to slice them open and cause bleeding then aim for the cheek bone or eyebrow ( I have seen 3/4 of a man's eyebrow torn right off by an elbow). The eyebrow cut serves several purposes, the blood gets in the eye impairing their vision, the bleeding also does something psychologically to your opponent.
The eyeball/socket is a good target area for traumatic damage, the eye itself can be damaged so this is for the dirtiest of situations.
The nose can be broken pretty easily by the elbow.
The jaw can be a knock out point for an elbow. The temple is also a good target for possible knock out and disorientation.
The ear is a good target for dizziness and disorientation.

Personally I like the idea of bringing the elbow down onto the collar bone which can break very easily compared to other bones.

Pretty much anywhere because the elbow is nearly raw bone a good hit to the temple can kill someone. Hit to the lip can KO. And a hit to the nose can give a lot of bleeding.

Aim for the nose, it's right in the middle of the face so if you miss you will still hit something! Cheekbones are a nice spot too.

once you're throwing elbows on purpose (and attempting to hit somebody), then no it is not legal. now and back once you force nevertheless you certainly positioned your off arm as much as shelter the ball, and refs won't call you in case you hit somebody like that (many times).

if it's for self defense in a real bad situation.....then I'd say go for the eyes, mouth (jaw), or nose..

However, an elbow might work better if you apply is to someones sternum or their stomach.

Depends on the direction...

Straight on: the nose
From the side: the jaw or the temple
From the rear: where the skull meets the neck.

Any place other than the forehead, which is very thick bone. You also want to avoid the mouth straight-on if possible, their teeth pose a problem.

I usually aim for the eyesocket.
Better chances of popping the eyball and crushing their cheekbone.
