I feel that would depend upon what sort of climate you are looking to live in, where you can easily find work along with your family situation. Queensland is tropical and nice but the further north you go, the more likely you are to live in cyclone prone areas.
If you are looking for cooler climates and access to snow fields, then I suggest Victoria.
The cost of living in Queensland is lower than Victoria, as are the house prices.
If you have children and wish them to attend university then you must look at the "reputation" of each university in the subjects they teach. Law & Medicine would be better at Melbourne & Monash universities in Victoria. If they were studying "Asian History & Asian Studies" then either Monash or the University of Queensland are excellent, as is ANU in Canberra. I cannot talk about the standards in other ares because I do not know.

I'd take the middle ground and choose the best State - New South Wales. It is close enough to Victoria and Queensland for visits with all the advantages of being the best.

I call Melbourne home and I wouldn't have it any other way. The humidity in QLD is crazy, so I understand why you hate that. QLD to me is a great place to visit but not to call home. Victoria has beautiful national parks, there's alway things happening in the city and great restaurants. Although houses are rather overpriced at the moment, it is still affordable. There is also a number of great Universities. There are beautiful beaches in Victoria too, although the water is a little cold. Good luck with whatever you decide.

If you like the cold, victoria, heat Queensland, but here in Melbourne its a hole. The natural environment is beautifull everywhere though. Also more jobe in Melbourne cause its bigger than Brisbane.

Gee its like tug of war in here, if you know what i mean!!!
Only you can really decide!
Maybe visit each of them...
Put your resume out to both Victoria and Queensland ( ask if they accept phone or email interviews, most do depending on your line of work)
And go for the highest bidder, but keep in mind cost of travel and rent etc....

trust me its great
people are friendly, nice and welcoming
wide range of activities
great sports on everyweekend especially at the MCG
its hot in summer but cold in winter
