As a pastor;I am confronted with many questions and this is not the first time I've heard this ask but;to keep it short.Remember Jesus said"Suffer the little children to come unto me and forbid them not,for such is the kingdom of heaven" There is something about the innocence of a child that allows the gates of heaven to be open unto them.Is it that they are not yet confonded with the elements of this world yet?Could it be that a baby knows no sin and his or her spirit is so pure that they themselves are angels already.You be the judge.

The “age of accountability” is a concept that teaches those who die before reaching the “age of accountability” are automatically saved, by God’s grace and mercy. The “age of accountability” is a belief that God saves all those who die before reaching the ability to make a decision for or against Christ. Thirteen is the most common number given for the age of accountability based on the Jewish custom that a child becomes an adult at the age of 13. However, the Bible gives no direct support to the age of 13 always being the age of accountability. It likely varies from child to child. A child has passed the age of accountability once he or she is capable of making a faith decision for or against Christ.
With the above in mind, also consider the following: Christ's death is presented as sufficient for all of mankind. First John 2:2 says Jesus "is the propitiation for our sins; and not for ours only, but also for those of the whole world." This verse is clear that Jesus' death was sufficient for all sins, not just the sins of those who specifically have come to Him in faith. The fact that Christ's death was sufficient for all sin would allow the possibility of God applying that payment to those who were never capable of believing.

There are few in Heaven right now. There are none in hell as it does not exist. A newborn in innocent and will be in heaven when Jesus comes and take His children home.

A baby goes to Heaven, no matter what. It has no understanding of original sin and cannot be held responsible for its sin nature. God is a loving Father, not a sadist Who condemns children to hell.

The Bible has much to say about the state of the dead. The Bible does not teach that we go to heaven/hell after we die. Rather, it teaches that death is a sleep, in which the dead person is unconscious to their surroundings.
Ecclesiastes 9:5,6
5 For the living know that they shall die: but the dead know not any thing, neither have they any more a reward; for the memory of them is forgotten.
6 Also their love, and their hatred, and their envy, is now perished; neither have they any more a portion for ever in any thing that is done under the sun.
Pslams 115:17
The dead praise not the LORD, neither any that go down into silence.
Even Jesus referred to death as a sleep.
John 11:11-14
11 These things said he: and after that he saith unto them, Our friend Lazarus sleepeth; but I go, that I may awake him out of sleep.
12 Then said his disciples, Lord, if he sleep, he shall do well.
13 Howbeit Jesus spake of his death: but they thought that he had spoken of taking of rest in sleep.
14 Then said Jesus unto them plainly, Lazarus is dead.
Death is an unconscious state. The dead are not in heaven praising God, but in the ground, alseep. However, they will not stay that way. When Jesus comes again, He will awaken those who have died and raise them from their graves. This is when the dead will go to heaven, when Jesus comes and those who are alive and believe in Jesus will go to heaven as well.
1 Thesselonians 4:13-18
13 But I would not have you to be ignorant, brethren, concerning them which are asleep, that ye sorrow not, even as others which have no hope.
14 For if we believe that Jesus died and rose again, even so them also which sleep in Jesus will God bring with him.
15 For this we say unto you by the word of the Lord, that we which are alive and remain unto the coming of the Lord shall not prevent them which are asleep.
16 For the Lord himself shall descend from heaven with a shout, with the voice of the archangel, and with the trump of God: and the dead in Christ shall rise first:
17 Then we which are alive and remain shall be caught up together with them in the clouds, to meet the Lord in the air: and so shall we ever be with the Lord.
18 Wherefore comfort one another with these words.
1 Corinthians 15:52
52 In a moment, in the twinkling of an eye, at the last trump: for the trumpet shall sound, and the dead shall be raised incorruptible, and we shall be changed.
John 5:25
25 Verily, verily, I say unto you, The hour is coming, and now is, when the dead shall hear the voice of the Son of God: and they that hear shall live.
So the dead will not receive their reward, whether it be heaven or hell, until the second coming of Christ. They sleep in their graves, awaiting that great day.
As to whether or not babies who have died will be saved, I believe that they will be, because God does not hold us accountable for what we do not know. Babies don't have the mental capacity to understand sin and salvation because they are babies! God understands that. The Bible says that God "winks" at our ignorance (Acts 17:30). He only holds us accountable for what we know or have the ability to know. Babies are too young to understand what sin is, so they are not held accountable for this. I believe that when Jesus comes again, many babies will be raised from their graves and be placed by the angels in their mother's arms. Isn't that a beautiful picture? And if their parents were not saved, then maybe they will be given to a childless woman who always wanted a baby to raise! Who knows? The bottom line is, God will not punish them for something that they don't understand. I'm sure that they will be in heaven.

Nobody knows.
It's up to God ... as there is absolutely no clear scripture on the subject.
In the worst case, due to the insidious nature of original sin, which itself can be absolutely proven, unbaptized babies are not suitable for heaven.
