Yes. You can use retrieve tools such as GetDataBack
http://www.runtime.org/
Allow you to scan the hard drive and retrieve files, the important thing is not to save anymore files UNTIL you have recovered your missing file. When you delete a file it actually doesnt delete it completely it removes the reference to it within the File Allocation Table, kind of like removing an entry from a book index rather than the page itself. It is only permanently deleted when you reuse that space or perform a low level format.
Once you get this software, download it another drive if you can ie D drive if you have more than one "hard disk" and install it also to any other drive if possible (anywhere other than the same drive you have deleted the file from) as you increase the risk of overwriting the space where you file is.
These operations can take a few hours, so be patient
Edit: Here are some free ones, I forgot to mention you have to pay for GetDataBack, I found it very good though!

There is no way of getting it back unfortunately.
We've all done this before and it stinks. When you delete something technically its not 'removed' its just removed from the harddrive sector list (I'm not sure thats the correct terminology)
So you could possibly pay thousands of dollars for a company to attempt to recover it. If that sector has been rewritten over, you have no chance!
Sorry bro.

In Windows98, if you right-click on the Recycle-Bin, there is a link to the "unerase wizard."
Here is a trial of a program which claims to recover deleted files.

Well....you could try :
Start
Help and Support
Restore (to previous date)
You could try looking through the Tmp, temporary, and temp files....Windows doesn't always totally delete items/programs.
Start
Search
Files/Folders
More Advanced options: check hidden files etc.
good luck

System restore will get all your old programs and files back, if you restore it to a date that you had it, of course.
