when you run in place, you are basically just lifting your knees up over and over again. this uses mainly your hip flexors, and you quads upon touch-down.

when you run (if you have good form), you will be pushing back against the ground. this involves your glutes and hamstrings. your quads and hip flexors will be used as well in the support phase and knee drive phase.

It is not the same! Rnning in place, is good exercise, though: running around the block, is more effective as means of work-out.
