God gave us a will of our own. So he has to work in it to let us follow our heart. We can choose good or evil. If we have Jesus in our heart, we would follow what is good.
In the Bible, it does say that in the end Satan gets what is coming to him.

No, because if he would have done that, the remaining angels would have viewed him as a dictatorial thug.
