No.
Dodge/Chrysler did not produce Flex-Fuel Rams until 2004 model year.
Virtually all vehicles for sale in the the U.S. can safely use a 10% ethanol mix.

American Auto Manufacturers & their affilliates (IE; Ford & Mazda, Daimler/Chrysler & Mercedes) started producing E85 capable (Flex-Fuel) vehicles in 1994 (1995 MY ) -Ford, 1998-Chrysler, 2000-GM

No, you can not burn E85.

You can burn E10.

There is at least one company making a conversion kit, but I challenge the cost effectiveness of doing so right now.

yes, it can. In fact any car can.
THe problem is that the gas tank and engine are not designed for it, so it can cause corrosion and leaking. So although it could, it will damage your car over time. E15 is probably low enough concentration that it will not harm you car though.
