That was the smallpox vaccination. A needle dipped in some weakened cowpox media was poked around on your arm giving the familiar (at that time) circular pattern.

Smallpox vaccine (a calf lymph- derived smallpox vaccine) was given on 1960's (and earlier) where needle is pricked into the skin a number of times in a few seconds (usually in the upper arm) which causes one or two small drops of blood to form which leaves a circle mark as the vaccination site.Smallpox vaccination was developed in 1796.As a result, the last outbreak of smallpox in the United States was in 1949.The world's last case of naturally occurring smallpox was in 1977. Routine vaccination of the American public against smallpox ended in 1972.

I remember them using a gun to give us the vaccine that made the circular mark for the small pox vaccination.

small pox....given up to the late 70s early 80s in 3rd world country....got one in my right arm....cops in the 80s thought it was a cigarette burn from a gang affiliation.
