whats a SAFE skin bleach for hyperpigmentation and scarring?

I have a few spots a want to bleach out...but alot of skin bleaches contain really harmful ingredients like Hydroquinone. Anyone know of a SAFE and effective brand of skin bleach that you have personally gotten good results from?
