What practical effect does it have on rent...Plz give an example..Does it also freeze property taxes....What does the landlord get out of it, or the city???

Thanks for your thoughtful answers guys, It's something I could never quite understand...and really still don't...but people in these yahoo questions bring it up from time to time...Oh well, I guess I will just let you guys address the issue..

rent control is a means of preventing price inflation and abuses of price of the proprety owner. Price controls may be something that may have to be considered to control inflation and exageration profit margins. HUM! Maybe this could be someting for the drug industry!

There is some controversy re rent control.

Landlords, surprise, hate it. And some unscrupulous owners and their sharks, I mean, attorneys, will scrape the barrel to evict people, like evicting a tenant for having a pet--a goldfish in a bowl-- so landlords can rent the unit at a higher price.

Personally, I have no sympathy for landlords. Anyone who takes advantage of the working poor should be drawn and quartered. And if they can't make a profit, then they should get out of the business.

My non-rent control apt. rent went up 9% three years ago, 15% last year, and another 8% this year, and it hasn't even been a year since the last increase. I have to bend over and take it, because it will cost me 2 grand to move, and I'd be hard pressed to find anything cheaper that isn't as big a dump as my current apt.

I have to beg for repairs in my apt. And I'm afraid to be a pest for fear of being evicited in retaliation.

And then there's the business of converting apts. to condos, thereby evicting an entire bldg in one fell swoop.

And no, it does not freeze property taxes.

I think the only thing that will prevent this city from being a few " have's" and a whole lot of "Have Not's" is one big earthquake.

There are rent control ordinances in the cities of Los Angeles, Beverly Hills, Santa Monica, and West Hollywood.

Rent control is a program run by state or local governments that regulate how much rents a landlord can charge, how much the rent can be increased each year (usually 3%) and from tenant to tenant, and specific grounds for eviction.

In the City of Los Angeles, for example, any dwelling that meets the legal definition described in Los Angeles Municipal Code 151.02 CAN NOT be regulated under rent control.

A list of those properties that are regulated under rent control is maintained at the Office of Rent Stabilization at 101 Hope Street.

In the People's Republic of Santa Monica, rent control has been in effect since 1979. It controls the following:

-Controls the amount that may be charged for a rental unit (the MaximumAllowable Rent);

-Determines the amenities and services that are included as part of the rent (for example, parking, appliances and laundry facilities); and

-Provide for only "good cause" evictions.

It's a double edged sword: It protects renters from gouging and arbitrary eviction, and provides a stable framework from which landlords can rent their properties.
