We see this over and over in this forum: Everyone is looking for "cheap, clean, and safe". It's all about supply and demand: If it's in SoCal, then it's not going to be cheap to begin with. If it's clean and safe, then it's more expensive.
If you want to live here and enjoy the weather, then you have to pay for it. You put up with the smog and the traffic, enjoy the weather and pay your rent or mortgage.
Your instincts are probably right. The less expensive places may have gang issues. Without more specifics, it's impossible for us to tell. It's easy to spot areas of high gang activity, so be sure to visit the area before signing anything.

This is a hard one. There is NOT a gang member lurking behind every tree in Bellflower. There are parts of Bellflower that are beautiful and reasonably safe. Mostly the areas east of Lakewood Blvd. The safest part of Bellflower is in the south east quarter of town. The area adjacent to neighboring Paramount is the "iffy" part of Bellflower.
My 1st wife lives in Bellflower and loves it. If you do move there, you will have a DMV office, and county court house just down the street. There is a large Kaiser Hospital if you have their health plan. Try dinner at the "Chris & Pits bbq", and the BEST Chinese food in the area is at "Mings". You're just a short drive to the malls in Lakewood and Cerritos. All in all, it's not as bad as some would make it out to be.
Trivia: Bellflower was originally named Somerset.

Bellflower does have alot of gang activity and the rule of thumb I have used is if the price seems really low, likely the area is not that great, with that said there are parts of Bellflower that are really nice, and worth looking into. If you want to live in that area of LA, try Cerritos. I live in Downey, which is right next to Bellflower, and I feel safe, but I do get awoken at night with Police helicopters, and see an alarming rise in the rate of gang graffiti around.

Such a shame to hear about the town I was born and raised in. Bellfower was a great town in the 70's and 80's. My first job was at the Holland American Market....wonder if it is still there? Shopped at Doughboys ate at Chris & Pitts and bought all my music among other things at the good ole Bellflower records. I hear Washington Jr High is no longer there....times have changed. Remember the old Thrifty drug store on Alondra and Bellfower Blvd you could get the best ice cream for 5 cents a scoop!

There are parts of Bellflower that are very nice, but overall it has alot of gangs, Most all LA areas have gangs, you just have to find an "inbetween" area. Torrance is nice, not much gang activity. Lakewood has some nice areas. El segundo,Redondo Beach Hermosa Beach.too. Stay away from San Pedro, lots of gang actitivty, but as with the other cities, it does have some nice areas. Parts of the San Fernando Valley are nice, but hot. Simi Valley and Thousand Oaks are really nice. What are you looking for? Rent? Buy? Do you have a job that you want to move close to?

Bellflower is a crap hole.
It's not a safe place to live and you'll have several things stolen as our family has.
Glad we finally got out of there.
