You need a disc with the OS program on it. IF you can find one. Windows 95 is obsolete.

If the hard drive is totally wiped, does it also need to be formatted? If you truly have a windows 95 CD, you install it into the CD drive and let windows do it's thing. If the CD drive is NOT recognized, then you may have to draw on someone else's equipment to get the hard drive to behave. In the best 'worst case' scenario, the 95 CD will start by 'formatting' the hard drive, and then install the OS onto the hard drive. If you can't get to that stage, then there's a disagreement between the PC and the CD drive - that will require hardware tech support.
