Yes, because true repentance means turning away from that which caused you to sin. For example if the world turns away from violence, greed and immorality society will experience healing and reconciliation.

I'm trying to break this question down in my mind so I can answer it as Biblically-accurate as possible...
If I understand you correctly, you're more-or-less asking if repenting for a sin will erase the consequences of said sin?
And if I understand the Bible accurately, the answer is no.
Jesus promised that we would be forgiven for our sins and the sins themselves would be forgotten--but He never promised that by repenting, the consequences would be forgotten. It would be similar to me parenting my daughter; because she talks back to me, there will of course be discipline involved. That is the only way she will learn that her behavior is not acceptable. Will I forgive her? Of course I will. And in a few weeks, I probably won't even remember that she did it in the first place. However, the discipline will still need to be there initially, as a learning tool for her.
The only thing I think the Lord wants us to understand is that consequences do not = punishment. When we are covered by the blood of Jesus (ie. we have "gotten saved" and our names are written in the Lamb's Book of Life), there is nothing in His heart that wants to "avenge" our sin. All that is in His heart for us is love; therefore, His desire is to teach us the difference between right and wrong. And again, much like a human parent would do, that takes dedication and discipline. The wisdom comes in knowing the difference between discipline and punishment.

If you are referring to effects like earthquakes and famines as the Bible describes, those are not caused by sin. Those are signs of the end times as predicted by Jesus.
Matthew 24:6-8
6And ye shall hear of wars and rumours of wars: see that ye be not troubled: for all these things must come to pass, but the end is not yet.
7For nation shall rise against nation, and kingdom against kingdom: and there shall be famines, and pestilences, and earthquakes, in divers places.
8All these are the beginning of sorrows.

It can not erase the ripple effect,but I believe that our repentant heart,will cause a much stonger ripple effect,that will more than balance out the evil that sin has created..
