If you don't know whose it is, or if you aren't absolutely certain it's free of HIV or other bloodborne disease, you need to wear gloves and decontaminate it with plenty of bleach.
Otherwise, hydrogen peroxide works very well at getting it out of fabric or carpeting.

Use a dry towel and get up as much blood as you can. Then pour WHITE vinegar on the spot, let it set a couple of minutes and use another dry towel and stand on the towel to absorb the vinegar. If any is left, get Resolve Carpet Cleaner in a can.

On what surface?
Use bleach if your talking about a table top or some hard surface.
On clothes? If its dry blood - good luck. Unless your item of clothing is white. In that case, use bleech. If it's not dry blood I would quickly run it under very hot water and add some soap.

If it's in clothing or some sort of cloth, soak it in cold water for a few hours. Then wash it normally. If it's getting it out of carpet, there are plenty of sprays you can get at Wa-Mart or Jewel Osco. If it's off of a wall, try wiping it with a warm rag, if that won't work, try a Magic Eraser. Those are sold at Wal-Mart.

if you comitted a murder lol probably wipe it of it a rag watered then dry it with the dryer for the head or a fan will do f its dry and sticked to the floor apply disinfectant it would start to bubble den use soap and wash it off
btw dont 4get to use things like lysol for it can remove germs and odor (blood attracts germs and bacterias very well)

well, it is your's? I would use paper towels and a sanitizer. If it is someone else's use rubber gloves in the process. if it has stained try using a tonic water or look up stain removal on the Internet.

you didnt make your question detailed enough.. if blood is on the floor than dump soap and antibacteral stuff onit wipe it ok
then take one of those antibacterial wipes and wipe it up... if its on you... then take ur bloody whateever and poor some rubbing alcohol on it.. it may hurt... but its killing the infection.. then put soap on it... dab it lightly and put a band aid onit!
