Couldn't a lot of suffering been prevented??

The people probably wouldn't have understood, and if the law was followed, not needed.

What good would it have done? Hey guys, there are all these tiny little critters that cause you to get sick. No you can't see them, but trust me they are there. The majority of people didn't believe he was the Messiah, and that was expected to happen. How many do you think would have believed if he was telling these wild tales about invisible disease causing agents? Besides that, remember the concept of free will? That would have been a major step away from it, we're supposed to find out things on our own.

Jesus taught the sick are in need of a physician. The next vese is what he's about he calls:
sinners to repentance. (Matthew 9:12-13.)
So Jesus tells us to see a doctor about 'germ theory'.

He said "My people suffer because of lack of knowledge" so I think that means not enough of us tap into what we have available--I heard the other day a woman had an illness and could not get rid of it--she also had 3 kids--each one had a different illness--so she prayed and prayed and one day she was walking in the garden of flowers she had planted and she said something told her to go to this one flower and she did and then she decided to mix it with distilled water and make an essence from it--so she did and she rubbed it on her and she was healed--her three children were healed the same way but with different flower essences. So you see, maybe it is on us to Seek and Find"

Are you sure it wasn't God that knew all about the "Germ Theory" and not Jesus? Plus, there weren't as many illness and dieases in the past as there are today. They also wouldn't be the same type of diease.

That's what a lot of the laws of the Old Testament dealt with. Washing and not eating certain things.

In the law of Moses, Israelites had been commanded to wash hands before and after eating. To dispose human waste in proper area. Not to touch dead human and animals, and a lot of others ( to think they are just nomads).
So God had already commanded them to observe proper hygiene to prevent diseases. If God told them that their are little living creature, they won't understand Him. So God instruct prevention rather than cure.

Then how would he have got over with preforming all those miracles? Excepting amputees.

They would not have believed him. Simple. They had no microscopes, or any idea that germs existed.
