Most art done for story books, from children's books to poetry aren't done by painters. They are done by illustrators and by animators.

You will probably get more and certainly much better responses asking this same question in the 'Drawing And Illustrations' section of Yahoo Answers.

I would talk to a few local college art teachers and see if any students might have the skills and qualifications to do that. My daughter illustrated a physics book for a professor when she went to college. He didn't pay much but it was a break to be in a published book.
Also check out the bulletin boards at the art store in your area. See if you can leave a note, or find some information on the art societies in your city. I am sure that depending on what you can pay, you could find several artist who would find this project fun.
