Offer to do extra chores to pay for it.

I think that is great you are getting A's and B's in school, however that doesn't mean you are entitled to get a cell phone. Cell phones are expensive. My bill is 65 dollars a month and granted I have additional extras you don't need, but on average it very easily can cost 50 dollars a month, plus there is the activation fee, cost of the phone, accessories, etc.
I think at 12 years old you are still ok to use the house phone. Unless your dad maybe considers getting you one of those prepaid phones for emergencies ONLY. As another poster said now a day’s it is common for one that is 15 or 16 to get one, but you have to understand your dad might not be able to afford it. There are many more expenses that you can't even know of and well you aren't supposed to at your age either. I would try and cut your dad a little slack on this one. Having a cell is a luxury, not a necessary possession. I'm sure your dad probably has good reason for not getting you one right now.
You may and probably should wait until you are 16 and able to get a job to work to get this cell phone you want so badly like I know I had to do. Don't try and say "But all my friends have one, because that will get you no where". Trust me I tried =)
Be patient; continue to do well in school and who knows your dad might just surprise you one day with one. As far as doing chores around the house you are old enough to help out anyways, just because you to live in that house. You may already though and if so that is great, but always do your best in helping your parents out when you can without it disrupting your schooling.
Best of Luck!

Say that you will do extra chores around the house to pay for it. Tell him that there is this Disney phone out there for kids. Tell him that he can monitor your texting and calls from online. I'm sure if you google it, it will give you all of the information on it. Also, say that if he needs to give you important information, he wouldn't have to wait until you got home, or call your friend's parents and have them tell you, but he could just call your cellphone. If he gives in, tell him you will give yourself restrictions and won't use it past 8 pm.
Good luck! :)

Are you a Responsible 12 yr old? If not, then Dad is right to wait. Are you the kind of kid who will run-up the bill with too many calls? Do you lose things alot? Maybe Dad had good reasons to wait or maybe he can't afford it right now.
