What Descartes is saying is that many people think they are smarter than they actually are. In the second part of the quote ("each on thinks he is so well endowed with it ..."), he is pointing out people who are so proud of their own intelligence that they don't think they need to be or could be any smarter.

basically it's saying : Everyone feels that they have common sense, and in fact people feel that they have so much common sense, that even though they may not feel like they get enough of certain things (such as: money, success, happiness, fun, etc in other words difficult to satisfy) they don't feel that they need more common sense because they already have enough.
