Shades of Mendel--about the only clues are skin color (perhaps its lightness over-intensified by a camera flash), eye color, and nose shape! Nevertheless, I'll try to give a rational answer.
The eyes could be green, or they could be hazel because the picture is taken at extremely close range.
---Green eyes are a recessive gene and the least common eye color after brown and blue. Northern Europeans have a 33.8 percent chance of having blue eyes, and incidentally, a 1.5 percent chance of having red hair, normally paired with blue eyes.
---The largest percentage of blue eyes in Europe is found in the countries surrounding the Baltic (Finland and Lithuania have the highest proportion of blue eyes). That, for the most part, probably lets out Scandinavian ancestry, or at least those with stereotypical blond hair and blue eyes, although 90 percent of Icelanders have either blue or green eyes.
---Green-eyes almost always go with medium to light-brown hair, a characteristic that takes in many different ethnic groups.
What the heck, I'll say the woman in the picture is Irish. Then again, one parent could be Scandinavian and the other could be Italian or Greek.

The Nationality is were you are born. Now your Ethnic or Heritage is your ancestrial roots. which can be found through DNA testing to determine which group you belong too. And also by research your family history Not all Caucasian people have any genetic matches there are many "Haplogroups" which they come from.

An Alaskan Eskimo from the northern reaches of the cold Brooks range. The photo was taken several hundreds of years ago and you had just finished a huge trek across the large expanse of Alaska in search of a medicinal herb from Argentina to cure your daughters ailment. So... yea. Eskimo
