Go to your local city hall. They should have a copy of your birth certificate and should be able to give you a copy for a few dollars. :)

I'm assuming that you're young. Unfortunately, most states won't allow you to obtain your own birth certificate until your 18.
Now here's the problem with the passport office: If your birth was registered, and there is a birth certificate for you IN EXISTENCE SOMEWHERE, than you MUST use it when applying for a passport.
If your birth was never registered (you were delivered by a midwife, outside of a hospital, etc.), and you never had a birth certificate, you must try and order one from the state anyway, and they will send you a letter stating that no birth certificate could be found.
If you show the passport office that letter, and also provide other records of your existence (baby book, doctor's records, hospital records, baptismal records, family bible, school records, etc.), and also have a friend - who you have known for at least 2 years, who is over the age of 18 and is a U.S. citizen - sign an affidavit saying that you are who you say you are, you can get a passport.
Since it appears that you are under 18, you can't sign any affidavits, can't order your own birth certificate, and your mother won't let you have any records of yourself, you are out of luck. Honestly the only thing I can tell you to do is wait until your mom leaves the house and start frantically digging through every drawer, cabinet, and box where your birth certificate might be. You need your birth certificate to get a Driver License or State-Issued Photo ID anyway, which you must also have to get a passport.

It is currnetly taking more than 13 weeks to get a passport after you turn in your application...so you need to pay the fee for expidited service and even then it would be very unusual for you to get it by the end of June. Also...in most places the Bureau of Vital Statistics is the office you go to for your birth certificate...if you live where you were born. The first website listed below is a place that helps you get your birth certificate...in case you are not living in the same place where you were born. The second website is how to apply for a passport.

You can apply for a copy of your birth certificate yourself. Check with the government services where you live on how to go about it. You probably don't have enough time to get one before the end of June though. You will not be able to get a passport without your birth certificate. Where are you planning to travel to that your mother doesn't approve of?

need to contact the vital records office of the state where you were born - then will probably need to pay the expedite and express mail fees - might possibly have to hire a courier to help walk it through - good luck!
