It's not like the airlines test people as they come on board for TB.

That particular "no-fly" list must only cover people flying from or into America. Clearly he meant to avoid detection since he flew to Canada instead of to the USA. After all the terrorist "no-fly" list doesn't cover every country in the world either.

From what I understand he was only on the U.S.s no fly list. He flew to Canada then drove to U.S.
