There's a reason. Lawyers also Practice.

The Law and Medicine change and or are upgraded if you will. Laws can be overturned and medical practices change, methods (drug use for certain conditions stop), etc., this could explain why its called a practice, because it will never be consistant until we know everything about it, and laws change because societies needs change, medicine also changes per the individual. What one person can take to save a life (say, penicillin would KILL someone else with an allergy to it!).

Why? You are using a minor and modern meaning of "practice" which is not what the term means. Look up the word in a good dictionary and see what it really means.
