It means when there is a large rapid dog sleeping on the street, you dont walk up to him and poke him with a stick. Basicly if there is something in a conversation that is likely to cause an argument, you just dont go there.
Also a "one size fits all" saying that covers other potentially dangerous situations :P

Do you mean "let sleeping dogs lie?" That means don't bring up old problems to hash them over again, just leave it alone.
Otherwise, I'm sure that dogs sleeping in lye probably need a trip to the vet as lye is very caustic to the skin!
