Radio Shack, Best Buy, Fry electronics or many online catalogs carry scanners. Spme will even have a list of freq. used in major cities. I know that is on the web somewhere as well. Scanners come in a wide range of prices with hand helds costing a little more than table top models.

go to a radio specialty store, and first go thru their guide on publicly used frequencies. Then, armed with this information, look for a scanner that has that frequency range that you are requiring.
