Make God happy. If your church puts God first most likely the people will be happier than if you had of tried to make the people happy.

A church is a group of followers of GOD making him/her happy by doing the right thing, (following GOD's teachings, weeding out worldly influences by men/women with self interest in mind.)
Doing this usually makes the group happy by default.
So - Focus on GOD and the goal of heaven, and people will usually be happy if the church follows GOD closely enough.

Ideally, a church should be concerned mainly with the will of God, although in modern times as well as throughout history, many churches have strayed from their original purposes and their members have forgotten their first reasons for attending. These changes are mentioned in the book of Revelations, chapter 2(specifically verses 1-5), in the Holy Bible.

Ultimately neither. The church worries about keeping THE CHURCH happy, that's their first priority. A happy church is one that has good active members and is actively growing. A church that is losing members is dieing.

Without God, there is no church and no real happiness. We were put on earth to love and serve Him, not for Him or the church to make us happy.
A lot of churches are people-pleasers. . .the congregation wants entertainment and smooth, polished sermons. They don't want to be told that they're sinners in need of Jesus and that they are probably going to have to suffer in His service. Churches like that are dead, even though they appear to be alive.

If it is a good Biblical church it should worry about God and doctrine, if someone gets offended in the mean time then they need to take a closer look at the Bible.

i think the church should keep the people happy because God wants us to love one another and he would be please to think that his people are looking after each other, BUT at the same time still have a faith in God and not worship idols.
