If you're looking new, Ford Mustang GT (300hp, 4.6L V8). It starts at $25k but with current incentives you can get a decently equipped model for not much more. Whether you'll like the handling, interior, etc. is another question.
For a bit less there's also the Chevy Cobalt SS/Saturn ION Red Line (basically the same car) with a turbo-charged 205hp engine in the low $20ks, but if you're not interested in a Civic, I don't know if you'd be interested in these either.
If you're looking used, then: Subaru WRX (Impreza) and Nissan 350z (both have big enthusiast followings), although for $25k you can find plenty of fast used cars.

Honda S2000 brand new from the dealership. Very reliable car, looks very sporty, VERY nice handling, quick, and lots of upgrade potential. You should be able to find a 2005 model with under 10K for around 23-26K. 2006-2007 model with nearly zero miles will cost closer to 30K. If you're wanting to spend a little more and get a very good car for your buck, consider a BMW Z4M. 340 HP. 0-60 5.0 flat. 2006-2007 models range from 38-42K ranging from BRAND NEW - under 10K miles. Z4M is the 2nd most devalued car of 2007.
