If you can log into windows under Safe Mode then you can access most of your hard drive but if it's really dead then you may need to go to software that can extract data.
It's spendy from what I've heard but a PC repair place might have a copy so you don't have to buy one.

I presume that you did not back up Quicken.

You may be lucky - and only the part of the hard drive that boots up is faulty. If so, install a new hard drive and restore all your programs.

Install the old drive as the slave drive, not the master.

Now start up and see if you can, using Windows Explorer, see data files on the old drive. If you can see the folders, copy them to the new hard drive. If you cannot see the old drive there is not much you can do short of spend substantial funds for what may or may not work.

By now you probably know you need to back up critical files.

Can you still access the drive? You might be able to run some software otherwise you will have to take it to a data recovery company. I've used CBL in the past and they've recovered my data every time. http://www.cbltech.com
