On the frontier website: http://www.frontierairlines.com/frontier/plan-book/travel-info-services/baggage/carry-on-baggage.do

it states that breifcases are allowed in addition to the initial carry on bag. I do not plan on taking any checked luggage, and thus, I would like to know if I can take my backpack and my messenger bag onto the plane. They both meet the measurement requirements.

If it were you screening my luggage, would you accept a messenger bag as a breifcase?

(I know, stupid question, but I'd rather be safe than sorry)

These restrictions are defined by the TSA as much as the airline, and I can say that neither will care. I travel every week and people get away with far, far, FAR more than you are bringing onboard. Here is a good rule of thumb:

Of your two bags, one should be no larger than a 21" carry-on suitcase and the other should be sized no larger than could fit underneath the seat in front of you if necessary. If you can meet these requirements, the chances of being hassled on any US domestic flight are virtually none.

Yes.

They generally allow you two items and are not too specific.
