I need to get out of this country before I go crazy. As soon as i have enough money, i want to travel to Europe. Why Europe? Because my bff has been twice. He loved it and suggested it to me. So here is what i need some advice on:
Where? and Why there?
What time of year?
For how long?
How much money do you think I'll need?
and
Would it be safe to travel alone there?

You did not mention how old you are, I would never advice a young lady to travel alone.

Yes it is safe for a woman to travel alone as long as she is old enough. However you need to be very careful and you would have a better time traveling with someone else.
That being said, start with England (London specifically). Yes it's probably more expensive than the rest of Europe, however it's easier to get around and not as overwhelming since we speak the same language (well kind of). Italy is the best, but southern Germany or France are great too.
I wouldn't go for less than two weeks, however I have done a long single week before. The spring or fall is best as you will get the best rates. Stay away from summer, not only is the place overrun with tourists, but the prices are sky high too. How much you need will completely depend on how much you want to spend. Keep in mind that it's kind of expensive but a student can do it cheap if willing to rough it a bit. Say $100 per day spending plus airfare and hostel or hotel cost.
Here is a thought, if you are headed to college soon try to do a semester abroad. That way you can have fun and someone will pay for it...your parents.

I have been around Europe and by far the best city is Munich, Germany...Beer, singing, nice people, and beautiful buildings. It has old and new and nowhere else is it so clean and people have so much pride in their own belongings. I didnt find that anywhere else in Europe. I felt VERY safe there. Unlike in Athens, Greece where it isnt safe for anyone after nine.
