Unless there are a lot of intricate lines or details, go ahead and get it, It won't change that much unless you plan on being a bodybuilder or something, and you can always get it touched up later.
And the only way you get AIDS (or other diseases for that matter) is if you let some random non-qualified person do it in their basement(or jail cell). If they are wearing gloves, working in a clean environment, and using a new needle, there is nothing to worry about.

This hard to say as we gain and lose weight over the years. Some Tats will do well in certain areas, some may not.
A tattoo of a Balloon would probably do well regardless of weight, it just inflate and deflate.
As mentioned, talk with the Artist and discuss different tattoos and options.

Unless you're planning on gaining a large ammount of weight, it shouldn't be an issue. I got some tattoos, gained 70 lbs - they looked the same. I then lost 80lbs and they still looked the same. That's quite a big fluctuation in weight and it didn't affect my tats.

a good tattoo artist should ensure that the tattoo doesn't warp, however, it will grow as you skin stretches, so it may end up being larger than you like if you do it now. you could always use getting the tattoo as motivation to buff out.

If your not planning on gaining weight then just go get it. I'd talk to the person that's going to apply your tattoo. His/her answer will be the most reliable.

Your forearm should be okay.
I gained a bunch of weight after I got my tattoos, and they haven't warped at all - they're on my shoulders and ankle.

well skin dose tend to stretch when you gain weight and f you gain weight then get heavy-not saying that you are going to be fat or anything lol- but when you get a tatt it would also stretch and not look at good
