It depends on his personality. I would personally LOVE it, but does everybody like that stuff? No. If he likes romance, and suprises, then i say go for it.
Keys to a nice romantic candlelight dinner-
Nice place setting - Make sure that you use the nicest dishes, silverware, glasses etc that you have, paper towels or napkins are a no-no!!
Wine is a MUST if you drink wine. your local store can help you pick out something decent, make sure you have your meal planned so they know what kind of meat or dish your serving.
Cook something you know he'll like, but not something he can have whenever he feels like it. Make something that looks fancy, but didnt take you forever.
Romantic music- Something without words is usually best so that it doesnt take the focus off of the meal. And keep the volume low so that you can talk, you want it to be background music.
Candle Light- One candle on the table is usually good, but then have others burning in other places around the room for ambiance lighting.
Desert- Chocolate covered strawberries are simple and romantic. Get nice strawberries, melt your favorite chocolate and then use a skewer to dip them in and rotate them in, leave about 1/4 inch from the top uncovered. If you have leftover chocolate drizzle it over the top of the stawberries in a zigzag pattern. Serve them on a nice dish at just below room temperature, and maybe a side of homemade whip cream.
Out Door dinners are also a great idea if you can swing it and the weather is nice. Either a picnic or even if you have one of those plastic outdoor tables, just cover it with a nice table cloth.

I did that for my (now ex) boyfriend and he loved it. I made chicken cordeun blue (sp?) and asparagus and we had a nice bottle of wine. It was romantic and he could see how much I cared for him. On our 1 year anniversary I made it for him again (everything the same). He always talked about how much of a great night that was.
