Unless they specifically ask for phone calls, the only way its okay to call is asking if they have openings. Example:
"Hello?"
"Hello, I was calling to find out if you have any job openings."
"Yes, we do."
"Great, when would be the best time to come in to fill out an application?"
"Monday 3:00."
"Thank you very much!"
That way you can save your parents a trip up there and not waste the company's time. Make sure you are 15 minutes early, dressed nicely, no sandles, shorts or jeans. Nice khakis, nice shirt, no jewelry (guys), etc.

If you are going to call, just ask for information about job openings and who to contact. Once you get that information, do as the previous poster said: go in person looking business-like.
At 15, you're not likely to have much experience. So they'll be looking for dependability, strength (for those physical jobs) and the ability to take directions and learn quickly.
Good luck.
P.S. Even if they don't have openings now, if you want to work there, go in person anyway, to show interest and put your application/resume in.

I agree never call. Only people on unemployment do that for a job search.
If, it a major store or resturaunt. Walk in and ask too speak with the manager or who you need to talk to for an application.
If, it a local company, like a boat shop or Landscaping Business. Walk in and look for a person that looks to be the owner, sometimes you can tell. Walk up to them and say; "I would like to talk to the person in charge of hiring and firing"!
Good Luck!

First you don't call to get a job it's lazy and they look badly at you for calling and not coming in personally, so get up get dressed up nicely and go in for an application and interview.
