I have been playing club volleyball for 12 years, and coaching now for 3 years. The answer is yes, if the ball touches the line it is "In Bounds".

This is one of those strange rules questions where the answer is the same in all rule sets. Most questions that get asked in YAHOO! are dependent of the set of rules that you are using. You may use your head to play any ball just the same as if you were using your hand. I played years ago on a co-ed team. The female in the back row was a great soccer player and a beginner volleyball player. She shanked her fourth pass in a row. She decided to just head the first ball to the setter. As stated above, the opponents thought it was illegal and started celebrating. The ball went right to the setter and she set it to me. No blocker and a group of 6 players standing in the middle of the court. Easy hit down the line for the winner without a blocker. Even US high schools and junior high schools allow playing the ball with the head. Everything above the waist is legal in the NFSHSA rules. Any body part is legal in US colleges, USAV and the international FIVB rules.

Yes, if the ball touches the line it's considered in. I've been around volleyball for 15 years and am on the board of directors of a vb club.

The line is considered inbounds.

I don't have a website to cite this, but I play twice a week with some serious volleyball players. Me, I'm just a hack player who's out for the fun and some exercise at lunch time.

You can get a copy of the FIVB rules here:
http://www.usavolleyball.org/RulesOfficials/indoor.asp

The 2 inches boundary line is considered "IN".
If the ball lands outside of the outer edge of the line, it is OUT.

For the 3 Meter Line - Attack Line, if the back row player touches the line when s/he attack the ball which is completely above the plane of the net, that is considered a back row attack violation.
In other word, the attack line is part of the front zone.

Usually when the ball is on the line it counts as in =). Sometimes if you have a really mean coach that the ref may feel threatend by she will call an unfair judgment(This happened to my team and I think we may have won though but I'm not sure)
