Your best bet is to take the Metro B-30 bus (cost is $3) from Greenbelt Metro Station to BWI. Take the Howard Transit Red Express bus (cost is $1.50) to Columbia Mall. The Red Express bus leaves BWI every hour at 20 minutes after the hour.

From Greenbelt to Columbia - you're looking at a 2+ hour trip. The Red Express bus leaves Columbia Mall on the hour (e.g. 4 PM, 5 PM, etc.)

There are MTA Commuter buses which serve Columbia from DC but they operate only during rush hours with no return service.
