I am not a US citizen and not sure what dos and donts on fishing in the U.S. I live on the Lower East Side on Manhattan and have seen several anglers along the East River. Would like to know what basic equipments and licenses do I need to join them.

You could always stop by your local sports shop and ask questions. They are more than welcome to help you out. For river fishing, you need a strong pole with a good reel (any model). You will also need some strong line, probably larger than 12 pound test, just in case you hook into a big catfish or other large fish.
Most importantly, you need to have a fishing license and just take your ID with you, the sports stores will work out what kind to get.
Secondly, you need to make sure that the type of fish you are catching doesn't have some regulation on it (if you plan on keeping fish). Does it have to be a certain length? Can you only keep one or five?
All of these you can find out my internet searching the New York Recreational Department and find more out about fishing.

There is excellent summer fishing in the East River. The city built a new fishing access area around the FDR. As far as license for saltwater you don't need one. You need, however, pay attention to state DEC fishing regulations. For example you are allowed to keep one striped bass, 28" or more, and a second bass 40" or more. Also there are regulations on bluefish, fluke, weakfish, porgies, sea bass, and others all caught in the East River. Since the water moves really fast there, you want to fish as close as possible to the bulkhead and still catch fish. all you need is a fishing license you can get that from wal-mart and you need to know what the limit is for how many fish you can catch.And get a fishing regulation book from wal-mart or somewhere and read the book it will tell you pretty much what all the rules are because there are a lot of them.
